My suggestion is to go into your paz folder, and delete one of the files. Steam downloads ~50 GB, then starts again!? So I was looking forward to play BDO after a 49.8 or so GB download. I was not there when it finished but somewhere after 40 GB it must have reset to 0 and now wants to download another ~50 GB. It seems that there is refund issues from BDO (as i saw on the discussion on steam), Ip block from BDO (leading to slow download speed), connection issues to the servers,region locked games, corrupted files and 120050 errors left right and center. I had some problems with downloading some games on steam, so I did some research and decided to share some of the ways people have solved their problem: 1.
